The Outline of the Plan for the Reform and Development of the Pearl River Delta was issued in December, 2008, by the National Development and Reform Commission, PRC. It is stated in the third part of the Outline ¡°Build a Modern Industrial System¡± that the Pearl River Delta will develop a series of specialized conventions and exhibitions with international influences and increase the international popularity of the existing ones, including China International SME Fair, so as to forge the world's first class brands of conventions and exhibitions.

The Law of the People's Republic of China on Promotion of Small and Medium-sized Enterprises, adopted at the Ninth Session of the National People's Congress Standing Committee on 29 June 2002, has been put into effect since January 1st, 2003. It is the guideline of China International SME Fair.

China-Japan Joint Press Communiqu¨¦ was issued during the visit of Chinese Premier Wen Jiabao to Japan in April, 2007, stating that the Japanese side agreed to be a major participant to and co-host of the China International Small and Medium Enterprises Fair to be held in Guangzhou, China in September 2007.

Joint Statement between the Government of the People's Republic of China and the Government of the Kingdom of Spain on Further Deepening China-Spain Comprehensive Strategic Partnership was issued during the official visit of Chinese Premier Wen Jiabao to Spain in January, 2009, stating that China is ready to work together with Spain to ensure the success of the 2009 China International Small and Medium Enterprises Fair, and make it a platform for closer cooperation between the SMEs of the two countries.
